Inner wing part

I think yours are the same as the series 3 type, as it has lights in the wings.

search google/ebay/paddocks for "series 3 mud shield"

I assume they are better to have as I have seen some wings without them

They keep muck from being thrown up into the engine bay

yes I'd 100% replace them.

use slightly longer bolts on the bottom, put the bolt though, thread a nut onto it to the bulkhead footwell then put the mud shield back on, then another nut.

leaves a gap of about 5mm for rain/water/crap to fall through, no more rotten footwells :cheers-man

It also allows the gap to be regularly hosed out and injected with your preferred anti rust treatment!

Galvanised ones are a good option, as they won't corrode the upper mounting bracket until the plating breaks down.

Are there any upper mounting brackets still complete? Those I've come across disintegrated decades ago.
