As Heathrow is now in the ULEZ zone are aircraft liable for the tax when they are taxiing and/or flying over London?

Someone needs to work out a way of getting all the ulez cameras into a satnav. 

Turns out that there is a map available of all the ULEZ camera locations. There aren't that many inside the zone so I've spent the last two weeks avoiding them and haven't been charged yet!
