I am not sure what you mean by ' Butterfly pipe' but the the butterfly action built into the early 2.25 engines is totally self contained and is operated by a bi metallic spring and a weight mounted on the pivot shaft end. As the spring  heats up it operates the valve and when cooled again the weight returns it to the cold position

This was a feature of early petrol manifolds.

The flap was to aid warming up the carb to prevent icing.
Invariably after time the flap mechanism seized up.

Land Rover dropped the idea and latter manifolds just have a simple "hot spot" a plate replacing the flap.

TBH unless you have a specific reason to retain the flap for authencity, for example, best junk it (the flap) or fit a later manifold ???
