how many classic cars over 40 years old

Per a classic auto transportation company, "there are currently about five million classic cars in the U.S., and Baby Boomers own most of them."

They don't brake it down by age, but most are from the '50s, '60s, and early '70s.

AFAIK the excemption is a national one so not up to councils or devolved governments- I think it's just a badly worded article that means charge owners of cars older than the ulez compliant ones but not yet 40.

No. Not 'older' as in VHIs and 40-year classics such as ours.

I'm just 10ish miles from Edinburgh city centre - and (bone of contention as we pay the same council tax but get fewer of the benefits) right on the edge of 'The City of Edinburgh' out by the Forth bridges.

I sometimes (high days and holidays) take the '88 into town to get a 'proper' hair cut so have been keeping an eye on this - a quick check of your reg should confirm exemption.

Historic vehicles
An exemption will be given to vehicles that meet the definition of "a vehicle of historical interest". These include a vehicle

considered to be of historical interest to the United Kingdom
manufactured, or registered, for the first time at least 30 years previously
no longer in production
that has been historically preserved or maintained in its original state and has not undergone substantial changes in the technical characteristics of its main components
