I initially thought this might be a scam then became uncertain though on reflection I'm inclined to believe it is.
Yesterday I set out to buy some items from Paddock. I filled in my address and card details and pressed to pay.
I was expecting to stand by for a 4 digit code to be sent to me. Instead a box appeared claiming to be from my bank. It warned, is this a scam, were you contacted by this company etc. There was no way of removing the page, no option to go back, no choice of action, no x to cancel it either.
Looking carefully I noticed that in a bar which had appeared at the bottom of the page above the keypad it said check your card.
This was the only option open, pressing this switched on the web cam with an empty box the size of the card and the instruction to place the card on it. I switched off the site and cancelled the transaction.
My bank fraud people have never heard of it, it's not them.
Paddock were very helpful, not them either.
Pressing pay takes one through a 'gateway' onto the banks site, or should do.
So if not the bank and not Paddock what is going on. There's been a suggestion it could be Apple Pay but I don't have any apps on my I pad and in any case, it would say it was Apple Pay with the option of saying no thanks. Why then pretend it's from my bank ?
It's reckoned that Apple is pretty much immune from hacks but anything can be done if you're determined enough and that attitude smacks of complacency.
So what is going on, has anyone else had a similar experience.
I'm doubly brassed off as I can't order the parts I need except by phone when I won't be eligible for a discount !
My card is now cancelled by the way.

It sounds like you may, inadvertently, have triggered the iPad's Apple Pay option, and it was the wallet app asking for your card details to enable it.

I had no idea until today that such a thing existed. However why did it say it was a message from my bank with their logo.
If it had been the Apple Pay option it should surely have identified itself as Apple Pay and provided the option to decline.

Paddocks now have the option to use paypal I use that as it gives me two options to get my money back if an issue 1st is paypal 2nd is creditcard that paypal takes the money from.
Awhile back items from another supplier where incorrect they would not refund paypal ivestigated but refused to refund . Credit card company refunded within 4 hours.

Perhaps repeat the steps you took to get this weird page and take a screenshot.

I have found that if paying directly by card, it is usually done via a third party such as "Sage pay" which claims to be a secure payment method.
I always use PayPal though if that option is available.

I used to pay PHOTOBUCKET by PAYPAL. I think two American companies. I wasn't happy with either, which is a shame, as I was hoping to have my pics stored somewhere remote from my "unfitted" computer abilities.

PS. Alan, do you still have access to the photo of my "heavy" mare and foal in my garden. 

"Heavy"? My farrier (Kempster) told me I need something with 8" of "bone" to carry my weight. Bess had 9", despite being only 14.1hh. People used to stand and stare at her legs. Her foal, Regina (careful how you say that) grew a little bit taller, but grew up to compete, cross country, with a cart, and even pulled my mate's wedding carriage through Swansea. A mate's wife "broke" "Ginny", put a saddle on her, and climbed on ... Ginny just turned her head, and looked up. "What are you doing up there?"

I disagree barclaycard refunded my money no issue and as I said original payment was paypal.

I think I've got to the bottom of it now. The problem was that having inserted card details and pressed pay this message came up where in the past it would have sent a 4 digit code.
This new message had no option to do anything, it just effectively blocked the transaction.
Today I used my partner's computer and got the same entirely identical message except for one thing, this time there was a blue box to click on which said ' proceed with payment'
My check with the bank yesterday ( customer service and fraud department) drew a blank, they'd not heard of it but it is the bank, an extra layer between card details and the 4 digit code.
My problem is that only part of this appears on my computer and has effectively blocked me from purchasing on line it seems. It may be due to my I pad being 8 years old and perhaps not fully meshing with those of the bank.
Whatever the problem for me, my guess is that more of you will come across this, it's certainly being used by Halifax and Lloyd's banks.

I just looked now and you are right, but for a while they opted out of FSCS seems now they are back in it.... so we were both right for a time I would guess 2 years you wasn't covered

Not had any issues with Lloyds bank, PayPal or Apple Pay using my iPhone, iMac or Apple Watch

iPad 8 years old...
I hope you have the latest iOS upgrade that your iPad can take.

As you've probably worked out, computers are not my speciality.
Mine used to be regularly updated by Apple but not for a while now. I've checked and iOS version 12 is as advanced as it can cope with.
A nuisance as it's working perfectly, just getting long in the tooth. It will have to do as I don't have the means to replace it and it's a working machine anyway .
